The actual bill to form it was approved Dec. 23, 1913 however; the Federal Reserve didn&#039;t actually open for business until November 16, 1914. It&#039;s not that I am defending Barney, the point is that when one makes an accusation, it needs to be accurate and defendable. I think we are mincing words in this case.]]></description>
